I am told that in Virginia, if you have simply been accused of assault and battery in the past 20 years, on the third accusation within the 20 years, you cannot post bail. Is that true?

if you have previously been accused of assault and battery in Northern Virginia, is it true, regardless that you were never convicted, on the third accusation, within 20 years, you are not permitted to post bond? Sounds criminal in the fact that the court system is backed up and you can be in jail for 90 days or longer in order to go in front of a judge. Within that 90 days in jail, a person could loose their job, home, car and life. Tell me this is not true.
