What does the term "10 Year Cap" mean?

My nephew is charged with "Burglary One". They offered him a plea deal, and all it states is that they are offering him a "10 year cap! We are not sure exactly what this means...Can you please explain it?

It means that the combination of crimes and enhancements available for sentencing cannot exceed 10 years: the sentence could be, theoretically, anywhere between 0 time in jail, with probation, to 10 years prison, depending on what the judge sees in the probation report prepared for sentencing.
