can a civilian working in a correctional facility be arrested for fraternizing with an inmate?

I am a mental health counselor at Rikers Island and there are allegations against me stating I have been fraternizing with an inmate, this inlcudes phone calls, excessive time talking, and passing letters, no touching, kissing, hugging or sexual contact. Can an arrest be made as a result of this?
