"House arrest" is usually associated being a pre-trial status, whereas "community control" is a sanction that is post adjudicatory. Essentially, with community control, your house is the jail. With the exception of specific privileges specified by the court and implemented into the community control officer's agenda (like work, going to a house of worship, etc) , a person must stay at their house. With a birth of a child, it is foreseeable to get permission to participate in the wonderful event however, that must first be approved by the community control officer.

You are going to have him ask his probation officer or community control officer about whether he can be there for the birth.
