Sex offender notification

We're holding a mock city council meeting in my PoliSci class and one of the items on the agenda is sex offender notification when one moves into an area. The arguments against cite privacy issues, but it was my understanding that a person convicted of a crime is a public figure. As a public figure wouldn't their privacy rights be limited?

Just being convicted of a crime does not make you a "public figure." The legal definition is a "public official or any other person pervasively involved in public affairs." State law may guide you on public notification and usually deals with exactly what crime they are convicted of.
