Do the police have a time limit as to charging me with a crime?

I was arrested yesterday for being drunk in public. After I was booked into jail and while i was still in the holding cell, the police contacted me about 4 hours later and told me they had found a baggie of marijuana tucked into the back of the police car where i was sitting. Can this be upheld?

Can it be upheld? I'm not sure what that question means. If the question is may they charge you with possession, if the cop checked the seat before his shift and after each occupant [as is generally the case], they can readily charge you. Whether they can convict you or not depends on many things not suitable for explication here.
